In Germany the mormal VAT is 19 %, but there is also the lowered rate of 7 %. It is intended for products which are considered necessary for everyday life, such as food, to support i.e. families with lower income.

Nowadays german laws have become very cofusing, with accepted lowered VAT for example for a bouquet of flowers, but not for sanitary products such as tampons, sanitary pads or diapers.
